PR Campaign Plans to Bring the 10/7 Experience to Mega Churches and College Campuses

October 15, 2025—The Israeli government is investing millions of dollars in an influence campaign targeting American Christians. The purpose, according to new filing reports in the Justice Department’s FARA system, is to encourage Christians in the United States to have a favorable view of the Israeli nation-state, question the longstanding U.S. policy of a two-state solution, and associate Palestinians with Hamas and extremism.

The story is part of a larger PR blitz by the Israeli Foreign Ministry with an annual budget of $150 million, the Times of Israel reported. It is separate than a $1.5 million a month campaign called the Esther Project run by former Trump campaign strategist Brad Parscale through Bridge Partners.

‘Show Faith by Works’

Israel’s budget for this specific PR campaign is projected at $4 million—$3.2 million requested upfront for hiring grassroots campaign operators and targeted media ads with another $835,000 budgeted for pastoral resource packages, digital outreach, and a mobile museum.

The Israeli Foreign Ministry hired Chad Schnitger, a Republican PR professional to run the campaign through a newly incorporated Show Faith by Works LLC. The San Diego-based firm was incorporated in the state of California in July, stating its purpose as “church-based Christian outreach.” Schnitger is president of the California chapter of the Faith & Freedom Coalition, which denies having any involvement in the public affairs campaign. In an email interview with the Quincy Institute’s Responsible Statecraft last week, Schnitger said, “We’re very proud of the way the project has grown since these early planning sessions and we’re eager to show it to the world once we get more details and materials in place.”

The campaign intends to target close to four million American Christians on the West Coast with the expectation that 5-10 percent will attend events or sign a pledge. The plans are detailed in filings required under the Foreign Agents Registration Act (FARA).

Taking 10/7 on a Roadtrip

The campaign envisions hiring a top-tier Hollywood talent to book Christian celebrities and athletes for pro-Israel messaging. Additionally, connections are expected to build a Hollywood-style, immersive “5-star October 7 Experience.”  The tour budget includes funds for a vehicle to tow the mobile 10/7 trailer along with a 20’ by 40’ event tent. It will require a generator with enough electric power for multiple TV displays, VR headsets, and “scenery objects like the Nova Festival recreation.

Geofencing Churchgoers’ Cellphones the West Coast

The initial marketing push is geared toward 303 mega-churches and Christian colleges in the West—California, Arizona, Nevada, Texas, Utah, Colorado, and Wyoming. The campaign plans to deploy geofencing, a sophisticated tool for connecting to cellular devices within a certain location to target ads to those phones, the FARA filings show. It plans to target “every major church in California, Arizona, Nevada, and Colorado” during worship times. The technology will “track attendees and continue to target with ads.” By far, the largest number of churches included in the upcoming marketing push are in California.

Creating Content for Christian Pastors

The government media campaign includes op-ed placements, social media teams, and websites, and printed material for Christian ministers. It envisions hiring staff including “top-tier Hollywood talent” in Los Angeles and Riverside, California as well as Arizona, Nevada, and Denver, Colorado.

Employees plan to create content such as blogs, op-eds, podcasts, and videos for Christian pastors.

“Christian outreach through various grassroots and digital targeting of Christians in the Western us. We will create a mobile museum to display at churches, Christian colleges, and Christian events. We will target and distribute pro-lsrael information online and through targeted geofencing and digital online tools. We will have teams of people reaching out to churches and Pastors and possibly even Christian social media influencers.
