Association Calls on States to Prevent and Punish Israel for Its Genocide
September 1, 2025—A leading international organization studying genocide declared that the Israeli government has “engaged in systematic and widespread crimes against humanity, war crimes and genocide” in Gaza. The resolution by the International Association of Genocide Scholars adds to a growing collection of declarations and reports by international bodies, human rights organizations, scholars of holocaust studies, and investigative bodies that have concluded Israel’s actions in Gaza constitute genocide. The IAGS approved its resolution on August 31, 2025.
It is a strong indictment of Israel’s attacks against civilians in Gaza. It cites not only military actions, which have killed over 59,000 people—the actual figure by official records is 63,000—but also a long list of the government’s criminal actions. They include:
- Torture;
- Arbitrary detention;
- Sexual and reproductive violence;
- Deliberate attacks on medical professionals, humanitarian aid workers, and journalists;
- Deliberate deprivation of food, water, medicine and electricity needed for survival of the population;
- Forced displacement of nearly all of the 2.3 million population;
- Destruction of schools, universities, libraries, museums, and archives;
- Targeting of children; and
- Injuries to over 143,000 people.
Calls to Action by States
Notably, the association calls on international bodies of civil society and state governments to fulfill their obligations under the Genocide Convention to “prevent, suppress, and punish genocide” as well as responsibilities under other treaties and conventions.
Among other demands, the resolution, “Calls upon the government of Israel and all other United Nations members to support a process of repair and transitional justice that will afford democracy, freedom, dignity, and security for all people of Gaza.”
Earlier Calls for Action
The International Criminal Court has issued arrest warrants for Israeli Prime Minister Netanyahu and the former Minister of Defense Gallant. ICC-members are obligated to comply with the order.
Furthermore, the International Court of Justice ordered Israel to comply with Provisional Measures. In a separate case, the ICJ has ordered Israel to end its illegal occupation of the Palestinian territories.
